Ente

Ente is a photo library with encrypted backups, albums, sharing, and on-device face grouping. The server source is AGPL-3.0. Ente runs a hosted service, and the same software can be self-hosted. The hosted replication story is theirs. A server you run is one machine unless you add your own copies.

Free tier

Ente's site says the hosted service includes 10 GB free. The AGPL server can be self-hosted without that cap.

Hosted

No hosted price recorded.

Self-host

Hard. The GitHub repository is the server and clients. Plan on object storage and a database, not a single-click photo app.
